A government-commissioned report in December examined how Covid certificates were used to decide whether people should be allowed into sporting events, bars and other crowded venues, months before ministers publicly confirmed the plan.
A document prepared for NHS testing and tracking seen by the Guardian shows that the research also looked at whether certification could be made a requirement for entry to family events such as weddings or even small, informal gatherings.
